Rogue starters, on the way to the blue card right below the stairs, there's a fixed loot that gives a FW-9 Wasp (pistol). It comes with 14 bullets out of 10, which means you can't reload until you are down to 9 or less bullets. I initially reported on discord thinking reload wasn't working at all, until realizing that diff.
