If you previously had a different turret in that same location the ammo count may sometimes get messed up. This is because the game stores ammo on the structure and block location of the turret, not the actual turret. I was not able to reproduce your specific issue by just adding them to a ship though as they were still able to fire. You can test this by for example placing down a emp cruise missile turret, loading it with 8 rounds, firing one, replacing the turret with a cannon turret, and it will still have 7 rounds in the magazine when you manually enter it to check. I recommend spawning a new copy of the blueprint if you already tried restarting the game back to windows desktop to no effect.
This is likely a game bug and will need to be reproduced and reported using a vanilla save game. When reproducing a game bug in a vanilla save, make sure you are using the same mode (singleplayer/co-op/dedicated multiplayer, survival/creative) as what you were using when the issue happened in the scenario. Description of issue
When equipping EMP Cruise Missile Launcher Turrets on a CV (Eden_TurretMissileCruiseEMPCV) and when equipping the corresponding ammo in the ammo controller (Eden_TurretMissileCruiseEMPCV_Ammo) the game reports "Ammo Missing" and the turrets do not fire. When taking control of the turret it shows the available ammo amount as 0.
