This can be closed. A reboot resolved the issue.
Before the reboot I noticed that I could not blacklist a wallpaper, so I decided to do a reboot.
After the reboot, I was successful in blacklisting plus the DB import went off without any issues.
My sincere apologies for this extra ticket.
I have Windows 7 running in a Virtualbox VM, the host is Windows 10.
The wallpaper changer was installed in the Win7 VM, and is working nicely. I have amassed a couple of favourite and blacklisted wallpapers.
Exporting the SQLLite DB with the export function works well.
However, when I want to import this exported DB on Win10, it throws out an error :(
