Create project CHANGELOG file #3

Only really needed for whatever the first release is, but super handy to develop the habit of updating as you go. Of course, the first version really just needs a single line saying that it's the v1.

Sounds good. I'm planning to follow the same process as in raytracing.github.io. It'll be a while before this book reaches v1 but I could also use this file to post pre-release updates until then.
