This is a documentation bug instead of a functionality one as the constraint was not stated in the UG but is a reasonable and the intended behaviour. The purpose of the worker-avail command is for the user to view all workers who are able to take on a particular role in a particular shift. Therefore, when the specified shift no longer requires a worker to fill the specified role, it is reasonable that the message as shown above is displayed.

The severity has also been dropped to low as the displayed message is clear in explaining why a list of available workers (the usual behaviour) is not shown. Hence, although the same message is not explicitly stated in the UG, it is very unlikely that the user will be confused or any inconvenience will be caused as a result.
