Add better sentence on when to use overwrite = TRUE, set minimal quarto version to be "1.4.549" instead of "2.4.549", add ?rUM page.

Where do you want the comment? The required version was the first to enable quarto for building vignettes.

In the make_project.R file, there is currently a comment that says # make paper project with package infrastructure (somewhere around lines 73-75 currently). There should be a comment right after that saying "As of version <x.xx.xx>, Quarto now has/supports . Please see the Quarto release notes for more info: ."
