New form is needed to be able to edit existing users. Most important, there needs to be an ability to deactivate a user.

See #272 to determine what you need to do. This #273 issue is to enable administrators to edit existing users and change their Status to Inactive. Upon login, you need to validate that the user is Active before allowing them to proceed.
