P3: Rename app from EMIS to SIMS along with URL prefixes #385

We have a branding issue with EMIS because of the huge negative perception for the current EMIS system that was implemented in 2003.

Need to rename the app from EMIS to SIMS (Student Information Management System) Also, the prefix of the application must be renamed from LEMIS to LSIMS and from EACI to PSIMS.

The old EACI setup will be used for ALL public education, part of which is the Accelerated Learning Program (EACI).
