P3: Grade Section form is missing the Session dropdown #465

Grade Section form is missing the Session dropdown to be placed before the Term dropdown. This way the Terms displayed should be restricted to the Session for which they are defined. Now, the user sees the same term multiple times because Terms list is showing for all Sessions.

If this is implemented, shouldn't the Terms list be a multi-select list so that the user does not have to repeat the creation of each Section for each and every Term in the Session.
