I believe this kind of display behavior will benefit users in general.
Instead of setting one type of note to be always open by default, it would be much better and more efficient if it openes notes based on situations.
The priority is: URL note > Domain Note > General Note
When you visit a page, open URL note of that page if it exists,
If URL note does not exist, open domain note of that site if exists.
If not, simply open general note.
