What's "Desktop Action key" and what's "the launcher"?

Sorry for the short description, I filed this in the middle of the desktop summit.

The launcher is razor-panel's application quicklaunch plugin; desktop action keys are described here: http://standards.freedesktop.org/desktop-entry-spec/desktop-entry-spec-latest.html#extra-actions-keys
