Adding a config to the Dash cooldown from Stratus set #174
Add a config (and maybe some kind of way to display the cooldown, eg some sort of bar above the xp bar) to change the cooldown

the aether gravitite jump has 0 cooldown so it makes sense that the dash should be configurable to have that also. (previously discussed in the discord)
