Generalize configure for optional use of local library and header archives #362

@johnlaing @armstrtw If either of you has a moment for a quick review in the next few days -- it's a pretty narrow which simply skips download of a local tarball for headers and/or library if the variable got pointed to it via an env var. It's probably a useful extension of those you are network-blocked from github...
