User Management -> Modify Information menu option does not load editor #5

In Administration Tools -> Manage Users, if I click the ellipsis for user Johnny Boy and choose the Modify Information menu option, I am expecting to see a dialog that allows me to change the details for a user, however no dialog is loaded.

I am not sure if the previous round of students built this functionality yet. Could someone please investigate and confirm if this is a bug or a feature request and label accordingly.
