Setup Prisma

We want to have prisma ready for models, migrations and seeding. This means installing prisma and configuring the database.

AC:

• Go through and follow the prisma docs (https://www.prisma.io/docs/getting-started) to install prisma
• You don't have to create any models now
• Configure prisma to connect to a postgres database
• Sensitive data (db username, password etc) if any, should be in the .env file
• If there are any steps that needs to be followed to get prisma working locally, add that to the README file
