Multiple filters don't seem to do anything #2

I was unable to find any two filters that, when applied, resulted in anything showing up. Is this a problem with the source data? Or is it something in the application?

This is in the source data. I was doing doing an OR query and changed that after the last meeting, but so far the data is the same
