Deep linking broken #3

When you grab the URL with filters applied and then paste it into a new window (or even just simply reload the page) the filters that were applied don't get reapplied.

It looks like this happens in the original version, too (https://probationcommunityresources.org/#/?lang=Spanish%2C%20), but either way it makes sense to add it if it's not there now.

Actually just noticed that it works with addresses on both this fork and the original, but not with filters on either. I'll look into this more

This should be resolved for the categories
