Wizard UI fixes

“What” page:

• Reduce the font size of “We will filter the list to show you only programs related to what you select.” Make it the same size as “We can show you programs...”

• Add a colon after “The person is looking for” and make it the same size font as the opening paragraph above it.

“Where” page:

• Confirm we have the right font sizes. “For example...” should be teh same size as “We can show you programs...” on the previous page

“Who” page:

• Reduce the font size of “We can filter the list to show programs...” to match “We can show you programs..” on the What page.
• Change “We can filter” to “We will filter”
• Increase the font size for “This person” to match the opening paragraph above it and add a colon after.

Another change: “Do you want to see resources that are close to a certain address? If so, enter it below.” Change second sentence to “If so, enter the address below.”

Updated that sentence, and also italicized some of the helper text without a line break
