INSTALL.md from this repo mentions python-lzo instead of python3-lzo #567

The package has changed names, it's now python3-lzo, the install page should be changed accordingly.

Also, on Ubuntu at least, python is now python3, but idk if that's relevant or if these instructions encompass other distros other than ubuntu.
