May I ask for merge new version czech language file contains correct encoding (UTF-8) with correct CLRF, BOM, please?

Greetings and thank you for your PR.

Unfortunately, we as a group have decided to leave translations up to the discretion of language pack creators. In turn, this will remove any dependencies or blockers in the future if we choose to add, modify, or remove any existing English language translation strings within this extension.
