Short tooltips with dot (.) at the end #29

Some tooltips have a dot at the end of the sentence, some don't. We have to define a policy for 1-sentence tooltips. Proposal - do not use a dot in that case.

Decision - remove dot(.) in 1-sentence tooltips. Check locals with "description" and "tooltip".
