feat: Ability to turn on the microG background service on demand for small batterylife devices

For devices with small battery lifetime, running microG background service is demanding. And they can't afford running the service in the background indefinitely

Feature

I recommend introducing an option to turn on the background service on demand, and exposing this api via a convenient UI like in notification tile.

Motivation

Many users in 3rd world countries don't own the most efficient machines to run the software optimally. Hence, our application should target the needs of such userbase
