refactor: Bump & run prettier

upgrade prettier and prettier-plugin-svelte to latest versions i'm doing this before my next pr to reduce scope note 1: i removed normal package-lock because it doesn't make sense to have two lockfiles note 2: this might be blocked by https://github.com/sveltejs/prettier-plugin-svelte/issues/400 but i don't think it's a big problem
