CompatHelper: bump compat for Rocket to 1, (keep existing compat) #2

This pull request changes the compat entry for the Rocket package from 1.3.22 - 1.3.22 to 1.3.22 - 1.3.22, 1. This keeps the compat entries for earlier versions.
