Update RTS-BIFM to 4.0.0 #252

This PR updates the RTS-BIFM example to the new version of GraphPPL. A reminder: there's a minor bug in the BIFMHelper node in ReactiveMPrelating to inbound messages. The BIFM model only works when the bug is fixed.
