This PR updates the Assessing People's Skills example for use of GraphPPL v4 as per migration guide.

Hi RxInfer team!

I am a biologist working in animal IoT and has been long looking to get my feet wet with Julia and RxInfer specifically. Glad to finally take a chance to do so!

I do some causal inference in my work and @Nimrais has mentioned a couple of times in our data science chat how awesome RxInfer is. And it is indeed impressive. Great work!
