Update the code for the new SoundSwallower release with its different API.

Also add reinitialization, and skip loading the (large) default dictionary.

Sorry, I just noticed this PR here! Is the problem with 0.4.0 on Windows going to affect Studio-Web as well, is was that just a Python thing?

Hi! No the Windows problem is not present in the JavaScript version, which uses a different method for loading feat_params.json.
