chore: fix some CVEs via npm audit fix #280

Try to fix some of the CVEs dependabot has been reporting.

Angular has patched at least one, see https://github.com/angular/angular-cli/issues/27334

Also it seems like the latest 17.3.x @angular-devkit/build-angular has fixed vite and undici, but I still have to figure out how to bump our package-lock.json to get off of 17.0.10 and onto the patched variants.
