Modernize things #12

Changes are roughly a) updating dependencies and b) removing reliance on external services to simplify maintenance.

Some things worth mentioning:

CI: Switch to GitHub Actions
CI: Run tests in local browsers directly instead of Sauce Labs
CI: Don't publish code coverage to codecov and rely on CI logs and local runs (mostly a dev tool anyway)
Add tool to locally test library against the CovJSON playground via npm run playground
