Mention command to return all users with the mentioned role in series #68

when typed /mention series get user:@inactive message: "Dummy test message"

Should return a list of all the users with the mentioned tag in one message

[x] Make the command working
[x] write test (ideally take 2-3 days)
[x] get PR reviewed (2-3 days)
[x] check on staging (1-2 days) (currently blocked because staging setup doesn't have guild permissions)
[x] deploy (1day)
