Issue Description

Removal of feature flag from extension req button if any extension request is pending for that task.
Also, opening the extension request link in new tab, once clicked on the icon.

Expected Behavior

Removal of feature flag from extension req button if any extension request is pending for that task.

Current Behavior

Currently user has to add ?dev=true, so see that icon if an pending ext request is there for the task.
