idle group is not applied to user who neither have an active task and nor OOO

Issue Description

In real dev squad idle group gets applied to the user whenever they do not have active task.

Expected Behavior

every dev who is idle should have idle group attached to them and they should also have listed under idle users tab on status site.

Current Behavior

Palak gupta was without task but she was not assigned idle tag, also she was listed under idle users tab on status site
