second useeffect in frame2 does too much for an edge case #39

the second useEffect in Frame2 is much to prominent it should only cover one usecase when the state in frame2 is in teh default state because the email was not uploaded and otherwise shoud not realy act in any way adjust:

Constantly get errors in console log because it tries to fetch from cosmosdb but is able as not available
