[Quest][Thousand Needles] Circle the Wagons... er, Boats #228
What is the Bug? (Brief Overview)
When you pick up the quest you get phased and you have no way to get a vehicle to trigger the quest event to get quest credit.

Expected Behavior
Get boat, kill pirate rowboats, finish quest.
Current Behavior
Phased, no boat, no pirate rowboats.
Steps to Reproduce
Quick Fix: Remove the phasing and have it Auto-Complete
