What is the Bug? (Brief Overview)

Questgiver doesn't offer the quest despite having completed all the previous ones.

Expected Behavior

Turn in Circle the Wagons... er, Boats then Drag Master Miglen should offer the quest A Little Payback.

Current Behavior

He doesn't offer the quest.

Steps to Reproduce

  1. Turn in Circle the Wagons... er, Boats
  2. Get hardstuck
