What is the Bug? (Brief Overview)

Unable to get quest credit because the NPCs that give quest credit don't spawn.

Expected Behavior

Get in cannon, boats with target dummies spawn, shoot 'em, quest done

Current Behavior

Get in cannon, nothing spawns, unable to get quest credit

Steps to Reproduce

  1. Take quest
  2. Get in cannon
  3. ???
  4. Give up
