What is the Bug? (Brief Overview)
This item begins a quest item doesn't drop 100% from the NPCs that's meant to drop it.

Expected Behavior
During the quest Guardians of Stratholme where you're tasked to kill Karthis Darkrune & Omasum Blighthoof you're expected to ALWAYS loot This Item Begins a Quest from at least 1 of them to carry on the chain.
Current Behavior
None of them drop the This Item Begins a Quest
