Pop-up not working

Chrome Version       : 15.0.874.121
Operating system     : Windows 7 Professional x64

What steps will reproduce the problem?
1. Ctrl + double click on word
2.
3.

What is the expected output? What do you see instead?
A translation pop-up is supposed to be shown but nothing happened.

Please provide any additional information below.
I have tried on a couple of different PC's with the same result. I have also 
tried to change the shortcut needed to shown the pop-up and didn't work neither.
