Up to now, the troubleshooter flags all filters that do not run automatically, regardless of their enabled state. I want to change this to something more useful to avoid false positives.
1 - only flag filters that are enabled
2 - also check whether the filter is configured to be ran manually or periodically; factually there is no problem with this type of usage, so they shouldn't be flagged as problematic.
