Is your feature request related to a problem? Please describe. As a user I want to be able to start with a theme pre-installed

Describe the solution you'd like

Add CI based theme branch workflows; CI will make a new branch each time develop is updated, and re-apply the theme.

Describe alternatives you've considered N/A
