[TCOTD2] Add `TCOTDStrLib::StripColor` and export it to ACS too #263

It was already accessible, this wasn't the problem. The real problem is that p_acs.cpp hardcodes the usable colors to only the stock ones (custom colors in TEXTCOLO can't be used)
