I think this doesn't work. I definitely have RW2 in my load order, and all other patchers work fine.

I've got the same issue. It was working before today, but stopped. It seems the plugins.txt file it's using doesn't represent the whole list of enabled plugins for some reason. It includes RealisticWaterTwo - Resources.esm, but not RealisticWaterTwo.esp.
