Certain Village Lord/Toroquest Legendary Boss Quests not spawning #974

Describe the bug

Certain bosses from the Toroquest Village Lord aren't spawning in. Some bosses like the Bandit Boss spawn in their structures but the boss themselves don't spawn in and it doesn't show any health bar. Bosses that don't spawn in are the Bandit Boss and The Archmage. The Piglin boss spawns in some times but not all of the time. The Bandit boss and The Archmage are the bosses you get the most from the village lord but they don't spawn.

To Reproduce

Find a village lord and get to 1000 Reputation and start looking for the Legendary quests. The bosses you are looking for are the Bandit Boss, the Archmage/Ascendant Tower and the Piglin boss. If you see the other boss quest apart from these you should still do them to make sure they work.

Expected behavior

I thought the bosses would spawn in and be in their Designated buildings.

Additional context

One time I went to a bandit boss structure and it had a health bar there but there was no boss to be found and I was looking for an hour.

i would like to add that the bandit lord is not at his throne, but rather surrounded in stone around 20 blocks behind his throne. below are the screenshots, the first one taken in a server and the second in a test single player world. also i would like to clarify in this case i could see the the boss bar of bandit lord

i want to add that the withering lich structures (vampire lairs) dont generate in as well, i have tried 2 separate times and the structures are just not there edit: this was only not working in a server. i tried it on singleplayer and it seemed to work edit edit: the logs say something about "hostile bat" causing issues
