Reduce RPi boot time #175

A stub to track ongoing effort to reduce boot time of RPi.

Ubuntu Mate 20.04 RPi 4B 4G Gigabit network Measuring from power on to lightdm login screen appearance. SD card with lot more services than the ltsp Pi image takes 66 seconds. Current benchmark is 85-87 sec.

RPi 400 4GB did a best time of 70-75 seconds at least once. Needs to be tested for consistency.
