Create a home content with layout similar to given picture, taken from this website.

There should be a defaulted property of the body content as it would be good for the officer to be able to edit the home page. The editable part should use editor.js to provide an editor user interface and a displayer for rich content.

Oh yea, to be honest, this is kind of outdated. The home page would replace with the public submissions.
