Change Jails terminology from commitments to admissions. #129

Currently, we use the terms "New Court Commitments" and "New Probation Commitments" to refer to admissions from each source.

This should be changed to "New Court Admissions" and "New Probation Admissions." This change will apply in the following places:

@hobuobi unless I am mistaken, it doesn't look like we say "New Court Commitments" anywhere, but rather "New Prison Commitments." Am I missing something?

I only see "commitments" in the app in these two locations:

Apologies, that was my bad in the original ticket! "New Court Commitments" should have been "New Prison Commitments," as you're proposing.
