[Agency Dashboards] Hide all disabled metrics from dashboards #1140

Message from CSG: "So I wanted to send [Agency 668] their dashboard link but reviewed it beforehand. I am noticing something odd happening with the data. There is funding, expenses, and staff data reflected within the prisons sector, but these metrics have only been enabled for supervision and the data was also uploaded correctly into the supervision sector. I know there was some work being done for dashboards belonging to agencies with more than one sector..."

In this situation, the agency has two sectors (Prisons & Supervision) and have incorrectly uploaded data to the wrong sector, published it, then unpublished and disabled the relevant metrics. Since the data was published, it persisted in the dashboard despite the metric being disabled. It would be helpful if turning off a metric also filtered them out of view in the dashboards so agencies can have this flexibility when they need to make adjustments or corrections.
