Reverts Recidiviz/justice-counts#1295

Hi @nasaownsky! So sorry, I had to revert #1295 and #1310 quickly as we deployed to production today and there was an issue with the list of child agencies referenced.

There are two areas that I missed in my reviews and in testing - which I commented on above if you wouldn't mind looking into them.
