[Publisher] Update breakdown view behavior on Explore Data page

Description of the change

Updated breakdown view behavior according to task description:

If a user is in a breakdown view for metric A and switches to metric B, we could show them the same breakdown if it exists in metric B, otherwise we show them the breakdown metric that is NOT the Biological Sex or Race Ethnicity breakdown.

Type of change

Hi @mxosman! If my understanding of Issue is correct then this change should bring the desired behavior.

Hi @nasaownsky - can you take another look at this? I don't think it's working as intended for all of them. Feel free to test with other agencies.

Yes - this one was [Staging] Missouri Department of Corrections
