[Publisher][Uploaded Files] Remove "Mark as Pending" and "Mark as Processed" buttons #1574

CSG requests that we remove these two buttons from the UI.

Hi @nasaownsky - this one should hopefully be quick and easy to knock out - if you wouldn't mind addressing it this week, that would be great!
